Johnny, identified in the meeting as the county engineer, told the board the plan is a required submittal under the county's state permit, described it as a regular update following a three‑year cycle, and said the approved plan will be uploaded to the state for public availability.
In a separate general public comment period, Donna Westfall, a Crescent City resident, urged caution before funding major repairs to the city's wastewater treatment plant. Westfall said, "Before any additional funding is approved, the public deserves proof that this amount is justified, transparent, and free from the same patterns of mismanagement we've seen before." She asked the board to create an ad hoc citizens oversight committee to review both past and current wastewater plant finances, contracts, and management; to ensure proposed spending is fully documented; to guarantee public access to information including user lists; and to recommend legal action or restitution if evidence of fraud is found.
Board members did not vote on requests arising from public comment during the meeting; they approved the county sewer plan per the staff recommendation.
