Senior Planner Austin Roy said the amendment adds two exception categories—building corners and loading bays—in addition to existing drive‑thru exceptions. He explained typical cases such as a drive‑through that wraps close to a building or a gymnastics center with roll‑up doors where a strict five‑foot buffer between building face and paved area can be impractical. "Building corners shall be protected by bollards if an exception is granted," Roy said, describing bollards as a widely used measure in neighboring cities.
Commissioners asked whether bollards are intended to protect the building or pedestrians; Roy replied they would protect the building and still allow more efficient site layouts. A motion to forward the amendment with the findings and conditions in the staff report passed by voice vote.
The recommendation goes to City Council for final action.
