Commission backs broader open‑space amenity options and forwards amendment to council

The Planning Commission voted March 12 to forward a recommendation to City Council for a city‑initiated amendment to Title 19, Chapter 19.19 that widens what amenities may count toward open‑space requirements.
Senior Planner Gina Grandprix said the amendment would allow a broader mix of amenities to count under the existing point system, giving developers flexibility while maintaining the city’s goals for quality open space. "The proposed amendment would allow a broader mix of amenities to count toward the required point system used to satisfy open space standards," she said.
Staff noted one substantive shift: rather than requiring a fixed acreage threshold for park acceptance, the revised code focuses on use and function to determine when restrooms or trailhead amenities are appropriate. Grandprix said the change responds to past cases where a strict acreage or point cap prevented amenities such as trailheads or restrooms from being included. She added staff expects to return with a separate update to the amenity point table to further clarify point assignments.
Commissioners asked how the code will treat dog‑waste stations, dog parks, and other amenities not currently listed. Staff said the planning director or land‑use authority may evaluate amenities not on the list and assign a point value.
A motion to recommend approval of the Chapter 19.19 amendment, with the findings and conditions in the staff report, passed by voice vote. The recommendation now goes to City Council for consideration.
