City Manager Jason Brown updated the Manti City Council on Feb. 18 about the planned water-treatment plant upgrade, outlining funding, schedule and next procurement steps.
Brown said the full project funding package totals $7,787,000 and that Manti has contributed $150,000 to the project escrow so far. He reported an available pre-construction advance of $685,000 and noted the city expects to place the filtration‑system order in mid‑March, which will require a 10% down payment. "We will shortly, sometime mid March, place the order for the filtration system. We'll have to do 10% down, 145,000," Brown said.
On schedule, Brown said staff plan an internal design review on March 17, a 90% design milestone at that meeting, advertise the project in April and begin construction in early June. He estimated an 8–10 month construction window and indicated the project includes SCADA and control upgrades to visualize and manage tank levels and filtration equipment.
Brown also said the city would draw on the Division of Drinking Water loan program, noting favorable long-term terms described in staff materials. "It's a 40 year loan at 0% interest," Brown said in discussing the financing structure being pursued.
What happens next: staff will complete the 90% design review, place the filtration order requiring the 10% down payment, and prepare bidding documents to advertise; council will receive procurement and scheduling details in follow-up reports.
