Milton council asks staff for plan on winter restroom access at Carpenter's Park

Council members on Jan. 13 asked city staff to return with an action plan and cost estimates to address repeated complaints about locked restrooms at Carpenter's Park during rentals.
Councilman Leake described an incident in which a child at a birthday party had an accident when restrooms were locked and said residents had suggested using a porta-potty in winter months or a fee-based option allowing renters to pay for restroom availability. "She asked if the bathrooms are closed... the possibility of no rentals, open the bathrooms, or when the bathrooms are closed for the winter, utilize a porta potty," Leake said.
Staff said the current rental system requires customers to acknowledge that restrooms will be locked in winter and proposed returning with a fee structure so customers could choose rentals with or without restroom access. Staff also said they could provide vendor quotes; a public commenter cited a price of about $405 for a 28-day rental with weekly service.
Council asked whether porta-potties could be secured overnight to reduce safety concerns and whether the city should open basketball-court restrooms that have been locked. The city manager agreed to bring back an action plan to the committee within 10 days that includes cost estimates, suggested locations and safety considerations.
Next steps: staff will provide porta-potty quotes and a proposed fee schedule for council consideration and present an action plan for winter restroom access at the next committee meeting.
