Council weighs fees for youth leagues, sends three MOAs to next meeting

Signal Mountain council members discussed draft memoranda of agreement and fee proposals on Nov. 24 for three youth organizations: Signal Mountain Youth Basketball (2025), Flag Football (2025) and the Green Giants (2026).
Town Manager Justice said he asked public works for a deeper breakdown of the direct costs underlying the proposed MOAs and presented an analysis detailing staffing, lighting and other directly attributable expenses. One council member thanked public works for the analysis and called it "really good to lay out the hard direct cost that we can see."
Several council members raised concerns about costs not captured in the direct-cost calculation — for example, opportunity costs when public assets are used exclusively by a league during times some residents might use them. One council member noted that direct cost coverage may still subsidize use for a subset of residents and asked for data on the number of participants over recent years to better gauge per-player impact: "If there's 300 kids that do swim team, I have no idea," the member said, noting that per-person costs would be lower with higher participation.
Council members said they support the leagues and want a fair approach; the council agreed to prepare three separate resolutions and bring them to the next regular council meeting for formal consideration and votes.
