Signal Mountain council approves fire grant application, MOAs for youth sports and routine appointments

The Signal Mountain Town Council met on Dec. 8, 2025, and approved a slate of routine resolutions including authorizing the fire department to apply for a Rescue Squad Grant, endorsing memoranda of agreement with three local youth sports groups for priority use of town facilities, accepting a subdivision road as a public street and reappointing three members to the town library board.
Mayor Elizabeth Basin led the meeting and moved the council through its agenda. The town manager summarized the Rescue Squad Grant the fire department plans to seek, saying the award would cover battery-powered vehicle-extrication equipment to replace an outdated tool and that “there’s no cost to the town for this. There’s no matching.” Council moved, seconded and approved the resolution to authorize the application unanimously.
Council approved three memoranda of agreement (MOAs) that give priority use of town facilities to local youth organizations: Signal Mountain Youth Basketball League, Signal Mountain Youth Flag Football and the Signal Mountain Green Giants swim team. A council member argued the leagues provide community-wide benefits, saying that even residents who don’t use the facilities “benefit” because local amenities often raise property values. Council members also noted one MOA’s payment amount was adjusted after the work session so the sum aligned with expenses. All three MOAs passed on unanimous votes.
The council voted to accept the Phase 2B segment of Virginia Pine Road in the Wild Ridge Subdivision as a public street. Members said they had discussed the acceptance at a prior work session and suggested future subdivision contracts could include provisions making builders presumptively responsible for early road damage; the acceptance passed unanimously.
The council read and approved three resolutions reappointing Kara McGowan, David Grabeel and Jay Woods to the Signal Mountain Library Board, noting the nominating committee’s recommendation. Those reappointments passed without objection.
On a separate matter, the town manager presented a redline amendment to the town’s air-pollution ordinance requested by the Hamilton County Air Pollution Control Board to implement a county fee increase. The manager said the changes were provided by the county board and that any additional fee revenue would go to that board; council agreed, without objection, to send the ordinance revisions to the work session for a first reading.
Other business included reminders about upcoming community events (photos and cookies with Santa at Signal Mountain Fire Station, Dec. 13), holiday facility closures and personnel notices. A council member noted an upcoming Planning Commission hearing on Jan. 8 for a development proposal on Shackleford Ridge Road described in the meeting as about 106 houses.
