Council approves planning contract, garbage-cart purchase and ClearGov budgeting software; negotiates vendor terms

The Signal Mountain Town Council approved several administrative resolutions on Sept. 8, including a two-year planning advisory services agreement, a procurement for garbage carts, and a budgeting-software contract.
The council authorized the town manager to enter an agreement with the Southeast Tennessee Development District for planning advisory services not to exceed $21,885 per year for two years (total not to exceed $43,770). Council also approved a purchase order with Toter LLC for garbage carts not to exceed $24,960.22 for the three-year term.
On a separate vote the council approved a three-year contract for ClearGov budgeting software. Town staff and the town manager told the council they negotiated vendor language to replace an automatic 6% annual increase after the initial term with a 3% annual adjustment during the initial service period; staff also confirmed that the first-year cost includes a one-time setup charge (about $6,120) plus the first annual fee ($12,630), for a combined first-year investment of roughly $18,750.
Council had brief discussion and then adopted each resolution by voice vote. No ordinances were introduced at the meeting.
