House adopts dozens of measures on third reading, discharges committee items and schedules next session

On the floor, the House adopted House Resolution 264 to recognize March 18, 2026 as Athletic Trainer Day. The chamber then took up numerous bills on third reading: among those the House passed HB 5340 (calendar 22; introduced by Representative Paquette), HB 5680 (calendar 23; introduced by Representative Alexander), HB 4702 (calendar 24), HB 4724 (calendar 25) and HB 5234 (calendar 26). Where the transcript records tallies, the clerk announced vote counts: HB 5680 was recorded as 98 ayes and 6 nays (as stated on the floor), HB 4702 recorded 101 ayes and 3 nays, HB 4724 recorded 101 ayes and 3 nays, and HB 5234 recorded 102 ayes and 2 nays. The House moved for immediate effect on several measures and ordered it where the majority so moved.
The House also considered and passed a package of mental-health code changes (HB 4412, HB 4413 and HB 4414) with recorded roll-call tallies reported on the floor (see separate coverage). The chamber adopted HB 5537 after discharging the committee on Regulatory Reform and adopting a floor substitute; the floor vote on HB 5537 was close, with the transcript reporting 56 ayes and 48 nays.
The clerk reported receipt from the governor of approvals for House bills 4077 and 4078 and an executive order (2026-2) declaring a state of emergency and an energy emergency. Multiple bills were introduced on first reading and referred to relevant committees throughout the day; the clerk's announcements listed numerous committee referrals.
Representative Conlin moved to discharge the committee on rules for Senate Bill 303 but the motion failed on a voice vote. With no further business, the majority floor leader announced there would be no further voting that day and the House adjourned until March 19, 2026, at 12:00 p.m.
