Michigan House passes package to update mental health code, expands evaluators and family access

Representative Steele, speaking in support on the House floor, said the bills clarify the role of peace officers when individuals are taken into protective custody during a mental health crisis and allow psychiatric nurse practitioners and physician assistants (working under psychiatric supervision) to conduct clinical evaluations. Steele told colleagues the package also tightens assisted outpatient treatment procedures and gives families a stronger voice in emergency situations and treatment continuations for children.
Supporters said the changes respond to workforce shortages and delays in accessing care. "These bills improve our system's ability to respond to individuals in crisis before tragedy occurs," Steele said, citing recent high-profile local incidents as examples of why faster evaluation and clearer procedures matter.
After debate and the adoption of required procedural steps, each bill was put to a recorded roll-call vote. The transcript shows HB 4412 passed by a recorded vote of 76 ayes and 28 nays; HB 4413 passed by a recorded vote of 81 ayes and 23 nays; and HB 4414 passed by a recorded vote of 86 ayes and 18 nays. The House also ordered immediate effect on the measures where the majority moved for it.
The bills were described by supporters as measures that would reduce the time people in crisis wait for a clinical evaluation by expanding qualified evaluators and by clarifying responsibilities across courts, community mental health agencies and law enforcement.
No further action dates were announced on the floor for implementation details; the House adjourned the legislative day with a schedule that resumes on March 19, 2026 at noon.
