Neptune Beach council approves easement agreement allowing water-main relocation at 1621 5th Street

The Neptune Beach City Council approved Resolution 2026-08 to authorize an easement agreement with Lindward Development Corporation for property at 1621 5th Street.
Under the agreement, the applicant will relocate an existing 8-inch water main (at its own expense) from a 25-foot utility easement, replace it in city right-of-way using directional drilling, and allow the city to release a 15-foot portion of the existing easement and replace it with a 10-foot easement. Staff said final construction drawings will be reviewed and approved by Public Works before release to a contractor.
Council amended the motion to require the applicant to pay recording fees and to schedule any construction that necessitates road closures outside school hours. A council member noted the city will receive net value from the new main and that the applicant will bear the risk and cost if the aged main fails during construction.
The motion was moved and seconded and the roll call vote was unanimous. Staff flagged that final construction details, potential main aging risks and fee payment will be captured in the final agreement and construction oversight.
