Committee advances bill to enlarge assessor certification panel and allow short USPAP workshops

The House Ways and Means Committee advanced House Bill 553 on March 12 after Representative Carlson described the measure as a response from the assessors association to quorum and regional‑representation problems.
Carlson said HB553 increases the assessor certification program committee membership from five to 11 and raises the number of assessors and deputy assessors appointed by the assessors association president from three to eight. "With only five current members, it's difficult to get a quorum," he said, arguing larger membership will improve geographic buy‑in across Louisiana’s 64 assessors.
The bill also adjusts recertification requirements to allow a one‑ or two‑day USPAP workshop for continuing education. Committee members adopted a technical amendment to change the title, read witness cards submitted in support, and reported the bill as amended by unanimous consent.
The measure will proceed for further consideration with the committee’s recommendation.
