City staff (Ms. Hogan) told the council the DEP awarded roughly $930,000 to $939,000 for the acquisition of three vehicles and said there is no local match or federal component. "The Department of Environmental Protection has awarded the city $930,000 to purchase the 3 ... trucks," Ms. Hogan said; she later referenced the grant amount as $939,000 in the presentation, and provided the grant agreement number VW415.
The grant requires the city to scrap at least one eligible diesel truck for each truck purchased consistent with the vehicle scrappage requirements of the diesel emissions mitigation program. Ms. Hogan said fleet staff identified three eligible trucks for scrappage; the award period extends through March 31, 2027. She credited the fleet operations supervisor, Kyle Allman, and the finance department for quickly assembling application materials.
Council members sought clarification that the scrappage requirement is one-for-one and asked whether departments could retain the older vehicles; staff confirmed the requirement is a one-for-one scrappage and that the specified vehicles will be removed per program rules. Council members praised staff for securing the funding on short notice and approved the resolution 5-0.
The resolution authorizes the city administrator to accept and execute the grant agreement and to proceed with the vehicle purchases under the terms of the award.
