Antonio said staff had the right‑of‑way surveyed, consulted utilities and other departments and found no conflicts regarding drainage, utilities, health, safety or welfare that would require keeping the parcel in public ownership. He said the right‑of‑way is undeveloped and not practicable as future right‑of‑way, noting the nearby East Garland apartment project effectively blocks connectivity.
A nearby resident identified by the chair as Miss Reddick spoke in support and told the board: “I’ve been mowing it for probably 7 years.” She said the neighbor and developer were aware of the condition and that she maintained the strip.
The board voted to recommend the vacation to the City Council. Staff said the action would remove the city’s public interest in the land and that the city would proceed only after standard notifications and reviews with utility providers.
