The Tavares City Council on Dec. 17 approved Ordinance 2025-11, a one-sentence amendment to the city's land-development sign regulations that allows homeowners associations to install up to seven flagpoles at a single veteran memorial location.
Antonio (staff) told the council the amendment arose after a resident requested permission for multiple flagpoles at an HOA's memorial site; the ordinance changes the flag rule to allow the request to proceed. "Just allowing for the HOAs to have up to 7 flags in 1 location," said Antonio when summarizing the amendment.
Council members offered no substantive amendments and moved to approve the ordinance on second reading; the motion passed 5 to 0. The ordinance text includes standard severability and effective-date language; the clerk read the ordinance into the record earlier in the meeting.
The council indicated the change is intended to address specific HOA veteran memorial requests and does not broadly alter other sign code standards.
