Planning staff presented the request and said the property is in a mixed‑use zoning district; a site plan with conditions accompanies the application. Staff told council the previous site features (including removed tanks) are being addressed and that the Planning & Zoning Board voted unanimously on March 19 to recommend approval.
Rob Owens, the project architect, told the council the owner plans to modify the building by removing the existing roof, raising the walls about 5 feet and adding a knee wall to screen rooftop equipment. "That's the kind of game plan for the building," Owens said.
Council members asked about operating hours and noise. One council member expressed concern that mechanical equipment could produce noise for nearby downtown residents; another said the proposed screening wall should help reduce sound. Planning staff said the project will be subject to the site‑specific conditions included in the permit.
After discussion the council made a motion to approve the special‑use permit; the motion carried on a council voice vote.
The resolution's approval allows the owner to proceed with the site modifications and the conditional use, subject to the conditions included in the record and building permits.
