The Saginaw County Board of Commissioners on March 17 voted to deny an appeal of a FOIA request related to records about Rachel Horton and Saginaw County Animal Care & Control (SCACC), and several residents used the public comment period to press the Board on SCACC operations.
By motion, the Board approved sending written notice to appellant Jamie Geesey denying her FOIA appeal and upholding the county’s cost for responding to the February 10, 2026 request. The roll call recorded seven Yes votes (Commissioners Mark S. Piotrowski; Sheldon Matthews; Tracey L. Slodowski; Denny M. Harris; Gerald D. Little; Michael A. Webster; and Jack B. Tany), one No (Lisa R. Coney), one Abstain (Richard A. Spitzer) and two absences (Christopher S. Boyd; John L. Kaczynski).
During Audiences, several residents raised concerns about Saginaw County Animal Care & Control. Kimberly Trinklein told the Board she had spoken with Administrator Hannah and objected to SCACC personnel working remotely. Paul Glazar alleged funds had been spent inefficiently and requested more volunteers at the shelter. Heidi Storck cited lawsuits involving SCACC and argued for improved staff training. Sue Persinger brought a handout and voiced complaints about the SCACC director.
