Commission forwards economic development strategic plan to council, asks staff to confirm revenue assumptions

The Planning Commission reviewed Willard's draft economic development strategic plan on April 2 and voted to forward the draft to the City Council while requesting follow-up on outstanding revenue and county coordination issues.

Commissioners and staff raised questions about a transit-related tax revenue line and tourism-revenue estimates tied to a state park that appear in the draft. Staff reported they had asked the State Tax Commission for clarification and had not yet received a definitive number; Commissioners asked staff to verify the figures before or during Council consideration. Staff said work on the draft is otherwise complete, the state grant closing is nearly finished and that final revenue figures will be updated as they become available.

Commissioners also discussed South Willard and the potential for annexation. Staff reported initial feedback from a county planner that annexation is a likely long-term route and recommended coordinating zoning and future land use maps with the county so that development expectations are aligned whether land is annexed or remains in county jurisdiction. Commissioners asked staff to schedule a meeting with county planners to pursue alignment.

A motion to forward the strategic plan to the City Council (with staff follow-up on revenue verification and county coordination) passed by voice vote.
