West Hollywood welcomes new rent-stabilization manager; commissioners flag digital-evidence rule for review

The Rent Stabilization Commission on Jan. 22 welcomed Leona Rollins as the new Rent Stabilization Division manager and expressed appreciation for Gloria Vilas'who served as acting supervisor.
"As Gloria indicated, my name is Leona Rollins. I'm the new rent stabilization manager for the wonderful city of West Hollywood," Rollins said, outlining intentions to provide quarterly trend reports and inspection summaries to the commission.
Commissioners praised Vilas for her service during the transition. Commissioner Copeland said the ad hoc committee on rent-decrease guidelines is active and may bring updates to the commission in late February or March. Several commissioners requested that staff provide quarterly statistics on eviction information and on multifamily building code-compliance inspections so commissioners and the public can track trends.
Chair Rory flagged one procedural item for future consideration: the commission's evidentiary guidance currently limits admissible fixed-media digital submissions to audio or video files; non-audio/video digital files submitted on flash drives after hearings were ruled inadmissible in a recent appeal. "It's 2026," Rory said. "We should think about allowing folks to submit things digitally ' PDFs or static files ' rather than requiring printed copies."
Staff agreed to consult with the city clerk about agendizing a discussion of the matter and to return at a future meeting with options. Commissioners also reminded residents that SoCalGas offers free inspections for gas appliances and heaters during winter and spring months.
The meeting adjourned to the commission's next regular session scheduled for Feb. 12, 2026, at West Hollywood Park Council Chambers.
