Committee accepts $940,514 low bid to renovate vacant building for Virtual Academy

The Land and Facilities Management Committee voted March 18 to accept the low bid of $940,514 from Edward J. Lappers Metalworks Inc. to renovate a vacated brick building for the Virtual Academy.
Staff told the committee the bid includes a base amount of $853,000 and a design fee of $87,514. Committee members noted the building requires roof, window and flooring work and likely additional civil work related to parking and drainage; one member suggested those improvements could total substantially more than the renovation budget.
A member described the district’s rationale: rather than demolish the building and incur recurring grounds-keeping costs, renovating and leasing it to a charter operator would generate rental revenue to offset renovation expenses over time. "This seemed like a very good use of our dollars to invest in the building, which is still yours, lease it to Vowel (the charter) and then get the money back," a committee member said.
A motion from Miss Babin, seconded by Miss Bourgeois, to accept the low bid passed by voice vote. Staff said the project is under the committee’s budgeted OPC (opinion of probable cost) and that further civil work needs will be identified and funded separately.
