After a multi-agency evaluation and a brief explanation from the city manager, the Naples City Council unanimously approved a three-year contract (with two optional one-year renewals) to Sam Galloway Ford for fleet vehicle purchases, repairs and parts (not-to-exceed $7.5 million across the term as described in the procurement materials).
City Manager Gary Young summarized the procurement process: after considering a piggyback option and pursuing a dedicated RFP, staff convened a cross-department committee including police, fire, public works and finance. Scoring favored Sam Galloway Ford; staff cited lower purchase discounts off MSRP and favorable service/response terms. The council discussed maintaining an existing relationship with Tamiami Ford for certain services and ensuring parts availability; staff said some service contracts would remain in place as contingency while vehicle purchases would default to Sam Galloway under the new contract.
Councilmember approval was unanimous. Staff noted anticipated annual savings when measured against historical purchase volumes and said the contract includes performance expectations and oversight provisions that will allow the city to revoke or re-evaluate the arrangement if service levels are unsatisfactory.
