The City Commission voted on first reading Feb. 18 to rezone three properties in the Orange Grove Manor neighborhood from a PCC-2 (Planned Business Center) designation to R-1 (single-family residential) to allow construction of single-family homes.
Assistant City Manager Sierra Marrero presented each quasi-judicial item and said Planning & Zoning and staff found the proposals consistent with the comprehensive plan and zoning standards. For the first case (CD25-10RZ), staff described a 0.325-acre lot where the applicant proposed one single-family unit and noted neighborhood participation meetings had occurred. The petitioner offered no additional testimony during the public hearing and the commission moved the ordinance on first reading.
Similar presentations and first-reading motions passed for CD20O3RZ and CD23-02RZ; in one instance the applicant Daniel Villamizer identified himself and said he was available to answer questions. Each first-reading motion carried on a roll-call vote with all commissioners voting yes.
Why it matters: rezoning corrects an earlier map inconsistency in which several already-developed lots retained a PCC-2 zoning designation despite low-density residential surrounding uses; staff said the rezoning aligns the zoning map with the future land use designations and will allow single-family construction where appropriate.
