Commission approves PCD abandonment and rezonings that raise proposed townhome density on three Collegedale parcels

Collegedale commissioners voted unanimously Dec. 1 to abandon a Planned Commercial Development overlay and rezone three Hamilton County parcels to multifamily residential (R-3), a set of actions that will allow the developer to increase the proposed townhome project from 109 units to 113.
Mike Price of MAP Engineers told the commission the revised site plan resulted from a pre-Thanksgiving meeting with Tennessee Department of Transportation (TDOT) and City of Chattanooga transportation staff. He said the plan eliminated one driveway curb cut along Apison Pike and combined two driveways to create what he described as a safer access configuration. "So when we made those changes, we went from 109 units to 113 units," Price said.
Price said TDOT and Chattanooga staff indicated they did not want a traffic signal at Patton Town Road; whether a signal will be needed at City Station Drive remains subject to a traffic study the applicant has commissioned and submitted to city staff and TDOT. He said the traffic study will determine required improvements, driveway spacing and any deceleration lanes.
Commissioners clarified that the ordinance language had been amended to incorporate the conditions Price described. The amendment was read into the record to specify that Section 2 would cap residential density at 5.85 units per acre (up from 5.6) and set the maximum dwelling-unit count at 113 (up from 109). A motion to accept the clarified approval passed on a roll-call vote with all members recorded as voting yes.
Why it matters: The votes finalize a multi-step rezoning process that removes the PCD overlay and places the sites under R-3 zoning, enabling a higher townhome density than previously recorded in the PCD documents. The traffic study and any TDOT conditions will determine final roadway improvements before building permits are issued.
What happens next: Price said the traffic study and staff reviews should conclude in the coming months; if the schedule holds, construction documents could be prepared by March with work beginning in May or June and vertical construction in 2027, followed by a two- to three-year buildout timeline, barring changes.
