Representative Bakala presented HB 42 to authorize phased retirement for higher-education employees within the Teachers' Retirement System. Amendment 4 incorporates the body of House Bill 104 and sets criteria for university participation; members adopted technical amendments (1–3) and the substantive amendment enabling optional university participation. Representative Boudreaux moved the bill forward and, with no objection, the committee reported HB 42 as amended.
