Beardstown council adopts annual appropriations, tightens zoning rules; tables Planning and Zoning appointments

BEARDSTOWN, Ill. — The Beardstown City Council on July 22 adopted an ordinance setting appropriations for the fiscal year beginning May 1, 2025, approved an amendment to the city zoning code to better define accessory uses and structures, and tabled consideration of several Planning and Zoning Commission appointments.
The council convened at 6:24 p.m. at Beardstown City Hall. A motion by Alderperson Allie Dawson, seconded by Dawn Seward, approved the July 8, 2025 minutes. The consent agenda, including disbursements for the period ending July 22, 2025, was approved by omnibus roll call motion by Dawn Seward and seconded by Allie Dawson.
On the annual budget measure, a motion by Dawson, seconded by Davis, adopted “An Ordinance making appropriations for corporate purposes for the fiscal year beginning May 1, 2025 and ending April 30, 2026 for the City of Beardstown.” The ordinance passed on a 7–0 roll call vote: Buhlig, Taylor, Davis, Culves, Seward, Schramm and Dawson voted yea; Alderperson Harbin was recorded as absent.
Later in the meeting, a motion by Alderperson Keith Schramm, seconded by Shawn Taylor, passed 7–0 to adopt an ordinance amending Beardstown’s zoning ordinance to clarify definitions and standards for accessory uses and structures.
The council then considered multiple appointments to the Planning and Zoning Commission. A motion by Davis, seconded by Ron Culves, tabled consideration of appointments for Laci Harbin, Harry Juarez, Katie Vitale, Keith Schramm, Dawn Seward and Christi Harbin; that motion passed 7–0. Separately, a motion by Culves, seconded by Lisa Buhlig, tabled the appointment of Christi Harbin as chairman of the Planning and Zoning Commission; that was approved 7–0.
With no further business, a motion by Dawson, seconded by Seward, adjourned the meeting at 6:43 p.m. City Clerk Katherine Vitale submitted the minutes.
The ordinances were adopted by unanimous council vote; the minutes and consent agenda were approved; several Planning and Zoning appointments were deferred for future consideration. No public comments were recorded at the meeting.
