Council directs final design and RFP for Creighton–Harbor roundabout after safety debate

Following months of debate and public comment, Naples council on March 4 directed staff to finalize a roundabout design for Creighton Road and Harbor Drive and to issue an RFP for construction. Engineers said the layout includes pedestrian refuges, bike off‑ramps and truck aprons; council voted unanimously to proceed.
Johnson Engineering presented the City Council with final design options March 4 for the Creighton Road/Harbor Drive intersection, and council gave staff direction to finalize the roundabout design, coordinate utilities and issue a request for proposals.
Josh Hildebrand, a transportation engineer with Johnson Engineering, and roundabout designer Corey Cradaville described a design intended to improve safety for drivers, cyclists and pedestrians while preserving private driveways and existing utilities. “We wanted to make sure we improve the conditions for drivers, cyclists and pedestrians, optimize traffic flow and contain the footprint within the existing right of way,” Hildebrand said.
Cradaville explained pedestrian refuges, bike off‑ramps and truck aprons that allow larger vehicles to negotiate the circle without damaging curbs. He said the design limits entry speeds and reduces conflict points. “From a pedestrian standpoint, pedestrian refuges for every crossing are important because you only have to cross one lane at a time,” Cradaville said.
Council members raised questions about emergency access, beach‑renourishment trucks that frequently pass the intersection and public outreach. Several residents and local groups urged the roundabout for safety; others, including Councilmember Schultz, pushed for further study and raised concerns about older drivers and heavy vehicles.
Councilmember Kramer moved to proceed with final design and utility coordination for a roundabout at Creighton and Harbor, to put the project out to bid and to return only for the construction contract and appropriation; Councilmember Barton seconded. The motion passed unanimously. City staff said final design and utility coordination will allow bids to be solicited with construction projected to begin in 2026 after contract award.
