The Financial Affairs Committee unanimously approved awarding the Hart Park Stadium turf replacement contract to AstroTurf Great Lakes for $607,039 and authorized a Level 3 fund transfer of up to $690,000 from the flood recovery donation to cover the contract, contingency and design costs.
Parks and Forestry Superintendent Mr. Crutch explained the August 2025 flooding caused extensive damage to Hart Park and the stadium’s turf required replacement. The city publicly bid the project and recommended AstroTurf Great Lakes, which was the second‑lowest bidder on total price but had lower unit prices for key materials. Staff recommended a $15,000 upgrade to a longer‑warranty turf product; the manufacturer warranty is 10 years and staff described an expected 12–14 year lifespan for the upgraded product.
On cost recovery, staff said total exterior park rental revenue is roughly $125,000–$150,000 annually and that city intends to use part of a $1,000,000 donation to fund the repairs, which shortens the period for direct payback from rentals.
Alder Gustafson moved to approve the staff recommendation; Alder Dolan seconded. The motion passed unanimously.
What’s next: staff will finalize the contract with AstroTurf Great Lakes, schedule work contingent on weather/ground thaw, and aim to complete installation by May 8 if conditions allow.
