The Porto Costa Transportation Affairs Committee voted 5–1 to approve a 90‑day pilot that would change west‑side parking on North Pasadena Boulevard from a 2‑hour limit until 10 p.m. to a 2‑hour limit until 6 p.m. in a stretch between North Avenue and Meineke.
Staff presented the trial as a way to reconcile ordinance language with on‑the‑ground signage and to ease evening parking pressure for neighbors. Mike May, the staff presenter, said the city can conduct before‑and‑after parking counts and will notify neighbors so they can provide feedback when the committee revisits the trial after 90 days.
Longtime resident Dave Fosbender (2325 N. Pasadena Blvd.) said he has observed decades of changing parking patterns tied to nearby retail and asked how the city would measure success, noting a lack of baseline data. "So I feel that we've gone... I don't understand the trial because I don't know if it's objective based or subjective based," he told the committee. Another resident, Gary Kell (2339 Pasadena), asked whether permits or different hours could reduce ticketing for visitors and family members.
Alder Brandon said the committee could revisit the trial sooner than 90 days if it becomes a problem and recommended staff perform counts before signs go up. The motion to approve the 90‑day trial passed 5–1. Staff said it will return with data and public comment at the trial’s conclusion or earlier if issues arise.
