The motion to authorize the emergency procurement was made by Alder Dolan and seconded; Chair announced the vote as 7 to 0. Committee and staff emphasized the risk to trail users and children near the stairwell, with one member saying "if it were to collapse at any point, it could be catastrophic on many different levels."
Fire station roof and solar array (Item 2): Staff explained that a guaranteed federal 30% credit on the fire station roof and solar project is delayed until 2027. To pay contractors in 2026, the director of public works requested a Level 3 fund transfer to front funds until the credit arrives. Alder Dolan moved the staff recommendation, Alder Lewis seconded; the committee approved the transfer by voice vote.
2025 operating budget carryovers (Item 3): Finance director Regini presented $2.8 million in carryovers across funds and a $243,000 General Fund request. Alder McCluth moved an amendment to transfer $10,000 of carryover to the Civic Celebration Commission for bicentennial fireworks; the amendment was seconded and the committee approved the amended carryover.
Tax‑assessment litigation (Item 4): City Attorney Tate requested a Level 3 fund transfer of $35,297 from salary savings to cover excess tax‑assessment litigation costs for 2025, including trial expenses. A resident asked why the office hired a second lawyer; the chair directed personnel or administrative follow‑up outside the agenda. The committee approved the transfer.
All four routine items were approved in committee; the term sheet for the Research Park multifamily proposal was forwarded to the Common Council in a separate vote (6–1) following closed‑session negotiations.
Details and next steps: Staff said they will return with bonding or fund‑transfer requests that specify amounts once engineering is complete for the retaining wall; the TIF term sheet and Baird analysis will be placed on the Common Council packet for public review prior to council action.
