The Common Council opened a public hearing on a conditional use permit filed by Gregory Black of Active Life Skills to establish an adult day program at 10225 West Capitol Drive.
City staff explained the request: the property sits in the commercial office zoning district, the proposed facility would serve up to eight adult clients with three staff on site, operate Monday–Friday from 8:30 a.m. to 3:15 p.m., occupy part of an existing office building, and store one company transport van on site for client transportation during business hours. Staff described the submitted floor plan, which includes an activity area, kitchen, office and storage/locker area, and reminded the public that under the zoning ordinance an adult day use in the office district requires a conditional use permit.
Applicant Gregory Black introduced himself, summarized his more than 30 years of experience in services for people with disabilities and described his intent to provide adult day programming for adults with traumatic brain injuries and developmental disabilities. No speakers appeared in support or opposition at the meeting and the chair closed the public hearing. Staff noted the application will go before the Plan Commission on April 13 for review and recommendation, with final consideration by the full council on April 28.
