The adopted amendments require UTVs used on roads to meet minimum federal motor-vehicle equipment standards (49 CFR Part 571) such as lighting, mirrors, braking, seat belts and windshield equipment; they also require registration with the Office of Motor Vehicles and allow the state-issued registration to include an encrypted quick-response (QR) code accessible to authorized law enforcement personnel for verification.
Members debated whether Orleans Parish should retain a longstanding statutory exemption from certain off-road vehicle rules. Representatives from New Orleans said current local conditions and high urban use prompted their request to keep the exemption. The committee accepted an amendment that maintains Orleans Parishexemption consistent with current law.
The amendment package also added an explicit driver's-license requirement for UTV operators on public roads and phased implementation tied to OMV's electronic title and registration updates; OMV said it would implement the QR-code registration feature when the state's vehicle/titling system is updated.
