Council reviews new online CIP dashboard; consent calendar passes unanimously

City public‑works staff demonstrated a new online capital improvement program (CIP) progress dashboard during a March 17 work session, and the council approved the consent calendar unanimously.

Public works director Alex Amiri and management analyst Marissa Mata walked the council through the dashboard (ciphayward.clearpointstrategy.com), which covers the semiannual reporting period July–December 2025. The dashboard groups projects by category, shows percent complete and target due dates, and links to available project budget pages; staff also added a field calling out general‑fund or Measure C impacts.

Council members asked about how the dashboard assigns a 'complete' status when on‑the‑ground items (such as crosswalk buttons or pedestrian flashing lights) may still be inactive. Amiri said the dashboard’s primary status criterion is schedule and that some projects listed as complete will be updated in the next reporting cycle if work continues. Council asked staff to add clearer descriptions of recent activities, renderings or maps where useful, and to indicate fiscal year target dates more precisely when a year is shown instead of a full date.

Council also discussed supply‑chain issues (for example, transformer and pavement‑related bidding) and asked whether delaying some CIP projects would help near‑term general‑fund pressures; staff said only a minority of CIP projects (<10%) are funded by general fund or Measure C and some general‑fund projects have already been delayed to ease short‑term pressure.

Earlier in the meeting, the council took the consent calendar (items 2–7). The motion was moved by Council member Bonilla and seconded by Council member Sairup; the items passed unanimously with no public comment recorded on those items.

Next steps: staff will refine dashboard text, add maps/renderings where available, and continue to report CIP progress in both the online dashboard and the static staff report.
