Wade told the committee the board would not retain the fee; it is the processor’s standard charge for invoice management and card processing. He said the board will continue to accept alternate payment methods — the board currently accepts money orders — so the fee is optional for payers choosing card payment. When asked whether the convenience fee has a cap, Wade confirmed the fee is 2.3 percent and that licensing fees range roughly from $25 to $55 depending on the license or salon fee.
Senator Jenkins moved to approve the convenience fee request; with no objections, the committee approved the fee by unanimous consent. The board may proceed with Elavon as its processor under the terms described to the committee.
Committee members pressed for clarity on cap mechanics and the range of fees; witnesses said the fee is a percentage (2.3%) and that alternate non‑card payment methods will remain available.
