Sen. Edmonds introduced SB 277, which would expand existing state law to allow certain statewide elected officials to designate assistance staff who may carry concealed handguns in the state capital, subject to annual firearm qualifications and training. The bill as presented lists offices such as the governor's office, lieutenant governor, secretary of state, state treasurer, commissioner of agriculture and forestry and the commissioner of insurance as covered offices.
A staff amendment (set 872) clarified the scope of the exemption so it applies to specifically designated assistants rather than all departmental staff and included language on annual firearm qualification standards. Nancy Landry, identified by the chair as present (Secretary of State office), was listed on a blue card as available for information but did not speak. With no objections, the committee adopted the amendment set and reported SB 277 with amendments.
Sen. Edmonds closed by moving favorable passage and thanked the committee for its consideration.
