District highlights state and federal funding opportunities; reports receipt of multiple grants and county appropriation

District staff and the regional associate provided multiple grant and funding updates on March 10 that affect planning and project timelines for Oswego County.
Ryan Cunningham (Region 4 Associate Environmental Analyst) told the board that the New York State Soil & Water Conservation Committee has made $25 million available through AgNPS Round 31 for AEM Tier 3 planning and Tier 4 implementation projects; questions were due March 2, and proposals were due April 20, 2026. Cunningham also reminded districts about AEM Round 19 technical-assistance processes and Tier 4 deadlines (Tier 4 proposals due May 1).
Staff also highlighted other funding opportunities: the NY Great Lakes Basin Small Grants Program (awards up to $40,000; applications due March 27) and the Great Lakes Sediment and Nutrient Reduction Program RFP (applications due April 27). The NYS AEM Leopold Conservation Award (deadline May 15) and an SWCC meeting scheduled March 17 were noted as additional program items.
Separately, district finance staff reported receipt of several funds: $60,000 in 2025 Part A Performance Measure funds; a 25% technical advance for AEM Round 19 of $105,000 (transferred to the AEM Round 19 account); and the first 2025 county appropriation of $146,416.50 deposited to district savings. Staff also reported 98 tree/shrub orders totaling $14,432 in revenue to date.
These funding notices and receipts are expected to inform project proposals, staffing and program implementation for AEM and watershed projects in 2026.
