Senator Abraham sponsored the bill and offered an amendment (set 9‑34) that adds requirements: a well contractor must pass the appropriate examination, be registered and in good standing with the Department of Conservation and Energy, meet licensing requirements and complete five hours of continuing education annually.
Brad Hauser of the State Licensing Board for Contractors described the bill as a "tidy bit of a tidy up" following last year’s transfer of certain responsibilities and said the amendment restores the scientific/aquifer authority to the Department of Conservation and Energy while clarifying licensing definitions for water‑well drillers versus environmental well drillers.
The amendment was adopted and SB 280 was reported with amendments by the committee without recorded objection.
