DOTD notifies committee of negotiations with single proposer for Cameron Ferry privatization

Department of Transportation officials notified the Senate Transportation Committee that the Louisiana Transportation Authority's competitive solicitation for the Cameron Ferry in Cameron Parish produced one proposer and that DOTD is in negotiations.
An innovative-procurement attorney for DOTD told the committee the LTA voted in September 2025 to hold a competitive solicitation and that the solicitation closed on December 29, 2025. DOTD received one proposer, Latmar/Latmar Ferry Services LLC, and staff are negotiating scope and pricing. "We are now in negotiations formally with Latmar Ferry Services," the DOTD attorney told the committee.
Ferry engineer Stephen Sibley described the Cameron Ferry as the only connector on LA‑27 across the Calcasieu Ship Channel; missing the ferry creates an over‑100‑mile detour. DOTD said the current administrative code sets a $1 fare for state ferries and that ferry operations are heavily subsidized. DOTD staff said they would supply usage and pricing detail to the committee as negotiations progress.
The committee held the required public‑comment period under LTA statutes; DOTD reported it had met with Cameron Parish officials and had not received written public comment for the committee record that day.
