County moves ahead on Caliber CAD project, approves ESO reporting rollout and additional user licenses

An agency official overseeing the Caliber CAD implementation briefed the council on integrating fire reporting with the new CAD system. The project includes an option to use ESO (a paid reporting system) instead of the state's free ImageTrend system; presenter said ESO is more user‑friendly, compatible with the CAD and may reduce volunteer workload.
Council approved $14,732 to set up ESO for county fire departments (Perrysville already has ESO). The presenter estimated ongoing annual ESO fees around $11,500 per department total for the county and said better reporting helps secure grants and improve ISO inspection ratings that affect insurance.
Council also approved an additional $21,907 to cover a license shortfall for CAD users (estimated at roughly 75 users across fire, police, marshals and sheriff personnel) and approved $4,202.50 for a rugged laptop for emergency management to support CAD and field operations. The EMA director said these costs will be included in the EMA budget and explored for future grant support.
Council members discussed funding options (9‑1‑1 fees, public safety tax or dedicated EMA line items) and accepted the appropriations by voice vote.
