The Franklin Pierce School Board unanimously approved a package of labor agreements, salary schedules and program contracts at its meeting.
Key votes included:
- Approval of the International Union of Operating Engineers contract for 2025'2028. Staff said the union ratified the agreement on July 7; highlights included layoff language, overtime coordination, team-clean summer work, a third personal day in 2027'28, and a 5.5% wage increase for the first year (inclusive of a 2.5% IPD).
- Approval of Schedule 58 (nonrepresented professional, technical and administrative support personnel), Schedule 6 (administration salary schedule), and Schedule 3 (principals and assistant principals). Presenters said the schedules largely reflect a 2.5% IPD (cost of living adjustment), with Schedule 3 totaling 3.5% to align principals with teacher settlements.
- Adoption of Resolution 25'R09 to extend the capital projects budget with OSPI. The presenter explained an OSPI requirement to "double" the increased expenditure amount when filing an extension, which changed the presented figure in the meeting materials (from $3.9 million to $6.9 million) to cover current expenditures.
- Approval of the 2025'26 career-and-technical-education courses (no net reductions), a 2025'26 memorandum of understanding with the Pierce County Conservation District (Harvest Pierce County partnership), a Health Care Authority contract (K6944-01) to fund prevention and promotion client services (roughly $150,000 per year manifestation), and a community prevention/wellness initiative agreement with the Puget Sound Educational Service District.
Presenters, including district labor and finance staff, described the collaborative bargaining process, contract ratifications, and the rationale for the OSPI budget-extension amounts. All motions were seconded and passed without recorded opposition.
Board members asked clarifying questions about IPD calculations and personnel-file procedures during a later policy discussion; staff said they would return with revised language on personnel-records procedures.
