Mayor says tax receipts are up and allocates up to $20,000 for Graham Community Building floor

The mayor reported that the city is seeing stronger-than-expected tax revenues and is on track for what he called "about a high $1,213,000,000 dollar year," and said that some tax lines and hotel-motel receipts are trending upward compared with prior months.
At the meeting the mayor highlighted that used-sales tax collections have exceeded past totals and noted a modest year-to-date surplus on that line. He also questioned the utility of monthly tobacco-tax reporting, saying that amount is minimal but included the figure shown in the city report: "$10,000,001.56" year to date.
The mayor told the council the city's midyear budget review projects "about a surplus of a half 1,000,000," and said officials plan to use some of the extra capital for maintenance and small capital purchases. "We're probably gonna get some things around here caught up," he said, citing replacement chairs for the conference room and ceiling-tile repairs at city facilities.
The mayor reported that contractors working on the Graham Community Building indicated asbestos in an intermediate layer under the drop ceiling, saying the discovery makes it preferable to remove the ceiling and replace the floor rather than attempt to protect the existing floor during remediation. "We'll dedicate 20,000 to a brand new floor for that grand building out of the city capital," he said, adding that the amount is "not to exceed" that sum and that the city will choose durable materials and finishings after the work.
A council member asked when the mayor will begin planning next year's budget; the mayor replied that he will start soon and will call members in to help review and assess needs.
Procedural business at the meeting included approval of the minutes from the Jan. 13, 2026 regular meeting and a motion to adjourn. Both were moved and seconded and were carried by voice vote; no further formal actions or votes on the proposed floor allocation were recorded in the meeting.
