During public comment, Amy Lou, who identified herself as a member of the Corona‑Norco Teachers Association bargaining team, formally submitted a sunshine (reopener) proposal asking the district to open negotiations on several contract articles including hours of employment, unit‑member safety, class size, salaries and benefits and related appendices and MOUs.
Later in the meeting trustees moved to take action. A trustee made a motion to accept the initial reopener sunshine proposal and another trustee seconded. The presiding officer called for a hand vote and announced the motion passed unanimously; the board then recessed into closed session.
Board members and district staff indicated that approval would allow bargaining to begin as early as next month and to bring representatives to the negotiating table. The motion did not itself set bargaining terms; it authorized staff and district negotiators to proceed with formal negotiations under existing rules for collective bargaining.
