New Haven Unified adopts LCAP and 2025-26 budget, approves multiple contracts and resolutions
Summary

The New Haven Unified School District Board of Education on June 17 adopted its 2025-26 Local Control and Accountability Plan (LCAP) and approved the proposed 2025-26 general fund budget and Resolution No. O852425 designating certain general funds as committed fund balance.
Trustees moved and seconded each item in the action calendar and approved them by voice votes. The board also adopted Resolution No. 0842425 designating August as Identity and Diversity Month and directing the superintendent to make resources available to staff to assist teachers celebrating student identity and diversity.
Among other approvals, trustees authorized:
- Amended employment contracts for the assistant superintendent of teaching and learning, assistant superintendent of personnel, and the superintendent.
- An online facilities rental storefront agreement with Facilitron Inc.
- A professional services agreement with HED for James Logan High School modernization predesign and programming; the superintendent and trustees said community input will be included during the predesign phase with the architectural firm identifying stakeholder groups.
- A software agreement with STS Education for 2025-26 through 2029-30.
- An internship credential agreement with California State University San Diego's College of Education and an agreement with the University of California, Merced extension education program (TIPP).
- A memorandum of understanding with Celebration Speech Group Inc. for occupational therapy assessments and a memorandum of understanding with Laura K. Ackerman for functional behavior assessments for 2025-26.
- Adoption of Pearson pre-algebra instructional materials for James Logan High School and approval of a new pilot course, Earth and Space Sciences, to begin in 2025. Assistant Superintendent Stevens said the pilot's success will be measured by multiple indicators: student achievement (grades and assessments), alignment with the science pathway, and student interest and engagement, with teacher feedback collected before wider rollout.
- A dual-enrollment agreement with California State University East Bay to begin in 2025-26; a public commenter had urged the district to broaden dual enrollment opportunities and consider adjunct appointments for James Logan teachers.
The consent agenda items (13.1-13.37 and 13.39-13.69) were approved as presented after item 13.38 was pulled for separate consideration. Several trustees also approved an adjustment to board stipends and a 5% increase effective July 1, 2025.
All items on the action calendar carried by voice votes as recorded in the meeting minutes; no contested roll-call tallies were announced in open session.
