The contract will produce financial analysis and rate proposals that the city can present during the public hearing phase; staff noted a 45‑day public notification period and the opportunity for public hearings and protests under the Proposition 218 process.
The motion to authorize the city manager to execute the agreement passed on a recorded voice vote.
Next steps: consultant work will begin under the authorized agreement and staff will bring the study results back for public outreach and hearings as required by law.
