Cusseta‑Chattahoochee commissioners adopt cemetery ordinance, award contracts and reappoint RVRC representative

The board adopted Ordinance No. 2025‑1 (Chapter 20, Article III — Cemeteries), which establishes definitions (plot, interment, decoration), names the County Manager as superintendent of cemeteries, requires records of ownership and interments, sets rules for markers and maintenance, and authorizes civil enforcement with fines of up to $500 per offense. The ordinance text was included in the meeting record and the minutes state the ordinance takes effect immediately upon adoption.
In procurement and project business, the board voted to:
- Put paving of Riverbend Road and Liberty Hill Road out to bid (motion by Commissioner Timothy Biddle, seconded by Commissioner Jason Frost; vote unanimous).
- Approve the only bid for the Riverbend fishing dock from Wahoo Dock contingent on required Corps approvals (motion by Biddle, seconded by Frost; unanimous).
- Approve the storage building project at 215 McNaughton St., awarding concrete work to Chattahoochee Concrete and the building to North Carolina Carports (motion by Biddle, seconded by Frost; unanimous).
- Approve the lower bid for the City Hall Welcome Center to Chattahoochee Concrete (motion by Commissioner Jason Frost, seconded by Commissioner Gerald Douglas; unanimous).
- Approve additional kennel runs at the Cusseta Dog Pound; concrete to Rock Solid Construction, fencing to United Fencing, building to McGuire Buildings (motion by Frost, seconded by Biddle; unanimous).
- Declare two county buildings surplus (one on King St. and the old fire station on Fire Tower Rd.) and attempt to retain the existing slab at the old fire station for possible reuse (motion by Biddle, seconded by Frost; unanimous).
- Reappoint Rob Marion to the River Valley Regional Commission for a term beginning Oct. 7, 2025 and expiring Oct. 7, 2027 (motion by Commissioner Damon Hoyte, seconded by Commissioner Biddle; unanimous).
County Manager Thomas Weaver also provided operational updates at the Oct. 7 meeting and at the Oct. 27 work session. He said the Friendship Road resurfacing preconstruction meeting was held Oct. 1 and work is scheduled to start Dec. 1 with a cost estimate of $106,000. Weaver also told commissioners that GFL has raised residential trash rates by $2.00 and that an extra container now costs $14.00 per month; he said the county will pass the increase to residents on the January water bill. "Correct, the reason for the rate increase is due to the landfill tipping fees for them have doubled," Weaver said, adding the company still offers competitive rates.
Why it matters: the cemetery ordinance sets countywide rules governing interments and markers and gives the county enforcement authority; the procurement decisions commit the county to several construction projects and contractor relationships that affect local roads, facilities and recreation assets.
Next steps: managers and department leads will coordinate contracting, permitting (including Corps of Engineers permits for dock work) and scheduling; the Oct. 7 minutes were approved by the board on Nov. 4, 2025.
