Fillmore council approves budget schedule, contract extensions and infrastructure agreements; several items passed unanimously

Animal services contract extension (Item 9b): Staff sought a one‑year amendment to extend the Ventura County Animal Services agreement and a related service level request while the county and partners address a roughly $2 million operational funding gap. The council approved a second‑year amendment to maintain services through June 30, 2027.
Irrigation controller professional services (Item 9c): Council authorized a professional services agreement with Arroyo Irrigation not to exceed $40,000 to begin planning citywide irrigation controller modernization. City engineer Roxanne Hughes described an anticipated multi‑year rollout (approximately $200,000–$250,000 per year for 4–5 years, with a project estimate in the ~$1 million range) to replace controllers and flow meters and improve water efficiency.
Council salary ordinance (Item 9d): Council approved the first reading of Ordinance No. 26‑991 to increase councilmember salaries from $600 to $950 per month effective Feb. 2027.
City manager employment amendment (Item 9e): The council adopted a resolution approving the first amendment to the 2025 city manager employment agreement for Bridal Herrera, increasing the auto allowance from $385 to $500 per month, raising annual compensation to $253,800 and clarifying office‑hours work‑location language.
