Steve Hill of MGT told the board the district is in an "enrollment trough" but is not in long‑term decline, reporting the district is currently about 800 students below this time last year and forecasting about 2% growth over five years tied to approximately 67 housing projects and 7,400 units in various stages. "We are currently 800 students less than we were from this time last year," Hill said.
Board members and staff discussed how that uneven growth will influence boundary stability, out‑of‑area placement and program options used to balance enrollments. Staff said the district has limited out‑of‑area openings and that requests are posted online; they recommended using program options and capacity monitoring as tools to maintain stability where possible.
Separately, staff described the budget needed to prepare new campus openings and program expansions. Administration said opening Greendale Elementary and expanding the RISE STEM Academy for Girls would require a needs‑based start‑up budget (approximately $450,000) to cover operations, curriculum and readiness for July openings. Staff will produce more detailed capacity and redistricting analyses in coming months to inform long‑term planning.
