Board approves partnership MOU with Bay Ed Fund to co‑create community strategic plan

The San Mateo‑Foster City School District board on May 22 approved a memorandum of understanding with the Bay Ed Fund to co‑create a community strategic plan and a district “North Star.”
Superintendent Ochoa said the 12‑month engagement will convene wide stakeholder groups and produce an initial community strategic plan, with the Bay Ed Fund providing expertise and funding to convene parents, educators and community leaders. Rui Bao of the Bay Ed Fund told trustees the organization has already met with roughly 100 local stakeholders during the planning outreach and will help facilitate inclusive, public visioning sessions.
Ochoa and Rui Bao outlined a financial commitment that Bao described as “significant”: about $700,000 of Bay Ed Fund services and a district commitment of $150,000 to support leading educators and related work. Trustees asked questions about data protections and the plan’s use of interim assessments; district staff said the MOU anticipates both cohort and individual tracking to measure program impact, and that data‑use agreements will be explicit about protections.
Trustees expressed broad support for the partnership and the scale of community engagement the Bay Ed Fund brings. Trustee comments praised the Fund’s convening power and urged careful attention to ensuring that the plan’s outcomes reflect diverse communities across the district.
The board moved, seconded and approved the MOU by voice vote. The superintendent and Bay Ed Fund representatives said the partnership will begin outreach and convening immediately.
