Resident tells Warrenville council TIF 3’s “frozen” EAV raises tax rates; offers county clerk analysis

Bob Siebert, a Warrenville resident, told the city council on July 7 that the method used to calculate taxes for properties related to TIF 3 uses a "frozen level" equalized assessed valuation (EAV) that is lower than the current assessed valuation and that practice effectively raises the municipal tax rate for properties outside the TIF.
Siebert said one parcel’s TIF frozen level was $41,370 while its current assessed valuation on the tax bill was $48,370, a difference he described as $7,000 (about 12%). He argued that using the lower frozen EAV reduces the denominator used in the tax-rate calculation, producing a higher rate and, he said, taking more money from citizens outside the TIF. "When TIF 3 is over with, the actual valuation without any improvements ... will exceed $90,000," he said, citing his chart and analysis.
Siebert said he asked DuPage County Clerk Gary King to re-run tax bills hypothetically without the TIF district; according to Siebert, those recalculated bills showed the tax rate would drop when the TIF was excluded. He urged the council to note the discrepancy and its effects; no council response or staff analysis was provided on the record during the meeting.
