New mayor sworn in; council approves appointments, MFT road contracts and interim hires

The Washington City Council swore in Mayor Lilia V. Stevens and several alderpersons on May 5 and quickly moved into routine business that included committee appointments, personnel resolutions and a set of road contract awards.
After administering oaths to newly elected officials, Mayor Lilia V. Stevens called the meeting to order. The council approved annual committee, commission and officer appointments 7–0 and confirmed Paula Johnson to fill a two-year Ward 1 vacancy; Johnson was sworn in at the meeting.
City staff explained the need to add additional authorized signatories for financial transactions and payroll review. Joni Baxter described the policy requirement for two authorized signatures on checks and the need for backup signatories when the treasurer is absent.
Interim City Administrator Dennis Carr presented the 2025 Motor Fuel Tax (MFT) contract awards for roadway maintenance. Staff awarded four sections as follows: spray patching to Ace in the Hole for $66,648 (staff estimate ~$105,800); veil coat to R.A. Cullinan for $469,255.50 (estimate ~$483,930); fog coat to R.A. Cullinan for $130,651.65 (estimate ~$135,490.60); and hot-in-place recycling to American Asphalt Surface Recycling for $236,746.32 (estimate ~$237,936). "All four sections come to $903,301.47, which is about $60,000 less than what we had estimated," Carr said. The council approved the bid awards unanimously.
The council also approved several resolutions by voice vote, including an employment agreement for Dennis Carr as interim city administrator, an interim police chief agreement with Jeff Stevens, fees and appointment for the law firm Miller Hall & Triggs LLC as city attorneys, and a resolution authorizing use of motor fuel tax funds for required Candlewood Bridge repairs so the project can proceed to IDOT letting. Mark Walton of Miller Hall & Triggs introduced himself to the council.
Most motions and resolutions passed unanimously by voice vote; the meeting concluded with alderperson comments and adjournment.
