Council creates Special Public Safety Tax Zone 55 for Rancho Descanso

The Desert Hot Springs City Council voted April 15 to create Special Public Safety Tax Area Zone 55 for a 76-lot residential subdivision known in staff materials as Rancho Descanso.
Administrative Services Director Jeffrey Bucheim told the council the zone will levy a parcel tax on the properties to fund public safety services once the lots are developed and sold; staff estimated the fully developed zone could provide up to $26,700 in additional annual parcel-tax revenue. Staff also said Webb Municipal representatives were available to answer questions.
The city clerk reported that property owners voted in favor during the required canvass and the council moved to adopt the resolution and ordinance establishing the zone. The motion to create the zone passed with the clerk recording the vote as unanimous.
The new zone sets a mechanism for a parcel tax that will be collected after development and sale of the properties; staff will return with administrative steps to implement collection and the zone's operational timeline.
